A [ rapid ] response to the COVID-19 pandemic.
We led the design and implementation of a new operating model in response to a new temporary release licence that would protect offenders from the COVID-19 pandemic. Using rapid development techniques, we were able to design and implement this operating model within a 4 week period.
In response to the risk of the COVID-19 pandemic harming the prison population, a new licence was created. This licence required a new operating model to support it. One that could be mobilised rapidly in order to enable social distancing within Prisons. This operating model had to incorporate new technology, processes, governance and reporting.
Our project management, analysis and design and change management specialists worked with stakeholders from HMPPS and their suppliers in order to define and implement a minimum viable operating model. This operating model was subsequently refined through further iterations that drew upon the feedback of Ministers, Probation and Police.
Within 4 weeks, the minimum viable operating model had been designed and implemented, with planned capacity for over 4,000 offenders.
Senior civil servants and ministers were impressed by the speed of response to a fast-evolving emergency.
